THE MINISTRY OF ECONOMIC DEVELOPMENT TOGETHER WITH 5 REGIONS PLANS TO CONDUCT AN EXPERIMENT ON THE PROVISION OF PUBLIC SERVICES IN BANKS

The experiment is proposed to be conducted from January 1 to December 31, 2021 on the territory of five regions: the Republic of Bashkortostan, the Astrakhan region, the Kirov region, the Moscow region and the city of Saint Petersburg. It will be applied to certain services of the Pension Fund, the Social Insurance Fund, the Federal tax service of Russia, and the FSSP of Russia. These include issuing certificates on the amount of pension, informing about taxes and fees, accepting applications for payment of tax benefits, and so on. As part of the experiment, banks will be able to accept documents from applicants, transmit them to the authorities, issue results of public services and inform about the procedure for their provision.

The interaction of banks with public service providers will be based on agreements and will be carried out using the electronic interaction infrastructure. Applicants will be able to receive government services both through banks branches and through electronic banking services (websites and apps).

All banks that have a banking license and participate in the mandatory deposit insurance system that are not subject to bankruptcy prevention measures will be able to participate in the experiment. Previously, Svyaz-Bank, Sberbank, Gazprombank, Promsvyazbank, VTB Bank (PJSC), Sovcombank, and Rosselkhozbank announced their readiness to participate in the experiment.

"We expect that the experiment will create a new way of providing public services. This will increase their availability, as well as open up opportunities for providing citizens and businesses with services that include both public and banking services," commented Alexey Khersontsev, Deputy Minister and State Secretary -. "Based on the results of the experiment, the mechanism of interaction between banks and the list of services provided can be adjusted, and if successful, the practice can be extended to the entire territory of the Russian Federation."
