THE MINISTRY OF ECONOMIC DEVELOPMENT: CROs HAVE ESTABLISHED REIMBURSEMENT FUNDS AT THE AMOUNT OF 124,4 BILLION RUBLES

The Ministry of economic development has prepared an annual report on self-regulation in the Russian Federation. The document provides an analysis of the development level of self-regulation institute in the Russian Federation, including specific areas of the economy, and highlights key trends in the development of the existing system of self-regulation.

During the period of operation of Federal law No. 315-FZ of December 1, 2007 "On self-regulating organizations", a large-scale system of self-regulation has been formed in a number of sectors of the Russian economy and market segments.

As of January 1, 2020, this system includes 620 self-regulating organizations (SROs) that unite 224,335 business and professional entities in 12 areas of activity under the conditions of mandatory membership. Another 630 SROs were created by market participants on the terms of voluntary membership. There are also 4 national associations of SRO in the following areas: assessment activities, cadastral engineers, construction activities, design and engineering surveys (1 Association was created for SRO designers and SRO surveyors).

The number of existing SRO standards based on mandatory membership at the end of 2019 was about 14.9 thousand units. The largest number of standards per 1 SRO is accounted for by SRO builders (47 standards per 1 SRO in average), the smallest number of standards per 1 SRO is accounted for by SRO designers (1.2 standards per 1 SRO in average).

For standards adopted by the SRO and setting higher requirements for the performance of work (provision of services) than the requirements established by normative legal acts, it is 3.8% of the total number of standards adopted by the SRO.

SROs based on mandatory membership formed compensation funds in the amount of 124.4 billion rubles. There is an annual increase in the total amount of SRO compensation funds.

In certain areas of mandatory self-regulation of SROs, insurance is used as a way to ensure the property liability of its members. In total, liability insurance of SRO members is applied to various degrees in 7 areas of mandatory self-regulation.

In 2019, the expenses of SRO members for payment of insurance premiums under liability insurance contracts amounted to about 1.8 billion rubles.

The SRO controls its members in general systematically. In 2019, at least 67% of the total number of members of all SROs based on mandatory membership was verified.

At the same time, the number of SRO inspections conducted in 2019 increased by 13.2% and amounted to more than 200 thousand inspections. The number of violations detected by SRO in the activities of members in 2019 decreased slightly (by 0.1%) and amounted to more than 77 thousand violations, the number of disciplinary measures applied by SRO to its members in 2019 increased slightly (by 0.5 %) and amounted to more than 99 thousand measures.
