Ministry of economic development proposes to abandon "paper" licenses

The corresponding draft resolution was developed by the Ministry of economic development as the part of the implementation of Federal law No. 478-FZ "On amendments to certain legislative acts of the Russian Federation in terms of implementing a register model for providing public services for licensing certain types of activities".

The document provides for the refusal to provide applicants with duplicates, copies of licenses, in favor of electronic extracts from the license registers.

These changes are due to the cancellation of the issuance of licenses in paper form and are an important step towards the implementation of the registry model in the field of licensing. This model implies a complete rejection of the provision of licenses in paper form in favor of making a record of the granting of a license in the appropriate registry.

The proposed innovations affect 54 Federal services for licensing certain types of activities and, in total, more than 500 licensing services provided by the subjects of the Russian Federation. The implementation of Federal law No. 478-FL and by-laws adopted in its implementation will allow providing applicants with about 70,000 licenses annually based on the registry model.

The implementation of the registry model is an important step to improve the business climate in the country. Interested persons will be able to check the availability of a license from a legal entity or individual entrepreneur by directly accessing the public register posted on the Internet. At the same time, it is still possible to obtain extracts from the corresponding license register in paper or electronic form. These innovations will help reducing business costs by eliminating the need to store and provide the authorities with a paper copy of the license, as well as will simplify the lives of citizens who will be able to quickly check the availability of a license from a legal entity that interests them.
