The corresponding resolution was signed by Mikhail Mishustin, the Chairman of the Russian Federation Government.
The regulatory act developed by the Ministry of economic development of the Russian Federation in conjunction with Supervisory authorities allows for unscheduled inspections in 2020 only:
- in the presence of harm or threat of harm to the life and health of citizens, the occurrence of emergency situations;
- on behalf of the President of Russia and the Government of Russia;
- at the request of the Prosecutor;
- in order to obtain, extend, reissue, cancel the suspension of permits, as well as scheduled inspections - only for extremely high and high risk categories, hazard class 1.
These measures should lead to the termination of planned inspections of small and medium-sized businesses (excluding at least 100 thousand inspections from the inspection plan), and the number of unscheduled inspections should decrease by 80%.
The document provides that checks are carried out by remote interaction, with the possibility of leaving only in agreement with the Prosecutor, or if this is provided for by the order of the President of Russia or the Government of Russia.
The decree applies to state control (supervision) carried out by state authorities of the subjects of the Russian Federation. In accordance with the resolution, the Ministry of economic development of Russia is charged with monitoring of the resolution implementation.
