The Ministry of Economic Development of Russia will identify and evaluate the drafts of regulatory and legal acts that may create excessive financial burden on the regions or hinder their development.
Under the new rules, if the initiative concerns the regions, the developer should indicate that when publishing a document on the portal regulation.gov.ru. The website has a special indicator called “Affects regions’ interests”. In addition, the Ministry of Economic Development will conduct daily monitoring of all projects placed on the RIA (Regulatory Impact Assessment).
The Ministry will inform the constituent entities of the RF about the publication of initiatives that could potentially lead to excessive workload. After that, the regional authorities can give their assessment, which will be taken into consideration in the RIA’s final report.
A new system of interaction with the regions and several channels of communication, including messengers, will also be implemented
A new approach to the RIA will allow to timely identify the initiatives that lead to excessive workload on the regions, and will also simplify the procedure for the regions of submitting their evaluations of legal acts’ drafts.
