Savva Shipov: When implementing the program “Digital Economy” we need to develop the algorithms of social relations

Speaking at the session “Digital Economy: Problems and Prospects for Regulatory Management” held during the Investment Forum in Sochi, the Deputy Minister stressed that new mechanisms of policy-making are needed in order to implement the program “Digital Economy”, as current regulation is lagging far behind the technological development. “We need to develop a track where we will coordinate not the content of normative documents, but those decisions that must be made, - basically, the algorithms of social relations. If we find such a solution, we will greatly trim off the current path of turning an idea into a normative act,” explained Savva Shipov.

In addition, the use of the legal sandboxes tool and the development of documents of a recommendatory nature could both become the solution for solving the problem of conservative regulation, as they set general regulatory framework in a specific area. “If we could set such frameworks at the EEU level, all member-states would have a much easier time to convince their legislators that changes can be made,” noted the Deputy Minister.

Another condition for the successful implementation of the program, according to the Deputy Minister, is the training of qualified lawyers who are fluent in modern technologies, know the basics of law and can work with the algorithms. The concept of change management will be focused on addressing these tasks. It is one of the key documents established by the implementation plan for policy-making in the digital economy. A respective concept will be prepared by the Ministry of Economic Development by the end of 2018.
