Savva Shipov: The Ministry of Economic Development of the RF proposes to establish a unified standard of access to the information on government procurements of the EEU countries

Deputy Minister of Economic Development of the Russian Federation Savva Shipov spoke about the need to establish unified approaches to disclose information on the territory of the Eurasian Economic Union during the forum “Digital Agenda in the Era of Globalization” held in Kazakhstan.

He noted that the agreements within the Union on the need to disclose information do not always work. For example, the Treaty on the Eurasian Economic Union gives a green light to the participating member-states to use a national regime when carrying out government procurements and guarantees the information transparency of all procurement procedures.

In reality, the states disclose different amounts of information about completed procurement procedures, and in some cases, that information is not available in the open data format. This creates difficulties for both customers and suppliers.

There is also a similar problem with the publication of data in the registers of registered legal entities and individual entrepreneurs.

“We propose to establish a unified standard to disclose and access the information on economic entities and government procurements of the EEU member-states,” concluded Savva Shipov. “Such information should be made publicly available and be accessible in electronic form. For example, the data can be placed on a single platform, which in turn can become the foundation for new technological solutions and projects.”
