Savva Shipov: Control and Supervision Reform Will Focus on Automation

Savva Shipov, Deputy Minister for Economic Development of the Russian Federation, attended the Open Innovations forum. At the “Legal Tech. Looking into the Future: Robots Instead of Lawyers, Program Code Instead of Law” session, he addressed how public agencies adopt new technologies in their everyday work.

Shipov pointed out three main areas that will benefit from innovative solutions. “The automation trend will define the control and supervision system reform, enhancing the performance of control and supervision agencies. Furthermore, it will save us plenty of time. Nowadays, the process is inefficient. You either have to request a ton of documents, or come and inspect the facility yourself, as much as your expertise allows,” Shipov said.

The Deputy Minister also noted that the new technologies can drastically change the public services sector where most of the services are standard and can be easily automated.  “The main problem we are facing is the lack of legally significant data. Sadly enough, we live in a world where papers are more powerful than a registration entry. Once we change this, we’ll be able to automate the process of providing public services and data exchange processes. In other words, we’ll be able to take a proactive position. We should not wait till a person applies to us. Instead, we should learn about the situation on our own and provide the person with a package of services they need.”

Lawmaking is the third area that will greatly benefit from new technologies. “Today, changes in legislation can’t keep up with the constantly changing world. Advanced technologies can help change the situation. With a clear tool to translate key decisions into algorithms and standardized process to draw up statutory regulations, we would be able to enhance the transparency and efficiency of our work. This is the primary task that requires our close attention.”
