Savva Shipov: Russia is on the verge of a new technological order

During the panel discussion “EAEU digital reboot. A new look at the economy ", Deputy Minister of Economic Development of the Russian Federation Savva Shipov spoke about the plans to implement the priority program “Digital Economy of the Russian Federation.” The event became part of the international forum “Eurasian Week” that took place in Astana.

The program “Digital Economy of the Russian Federation” was approved on July 28, 2017. The Ministry of Economic Development was authorized to establish the regulatory control of the digital economy.

Savva Shipov noted that addressing this task involves a whole set of measures that can be divided into short, medium and long-term ones. “Each phase will have its own concept that describes proposed solutions and measures. Meanwhile, the finalized concept on short-term, most expeditious and necessary measures should be ready by the end of 2017,” said the Deputy Minister.

One such short-term measure is moving away from paper employment record books. “It doesn’t matter where a person lives. What’s important is that his competencies correspond with a job position. 

Concluding work contracts remotely, getting away from paper employment record books, transitioning to electronic personnel document flow – these measures should improve labor mobility and give an impetus to the development of the digital economy, " explained Savva Shipov.

As for the medium-term measures, he mentioned improving the antimonopoly legislation, implementing blockchain technology and new methods of collecting reports, as well as the improving standardization mechanisms. By 2020, we should develop new understanding of the integrated legislative regulation of relations in the digital economy. We must solve a complex set of issues by then. Who is legally responsible for the actions and decisions made by artificial intelligence; can we impose limitations on human rights based on the analysis of large data; how can we transform legal regulations into machine-readable algorithms; how do we deal with the issues of securing privacy and much more?” – said the Deputy Minister of Economic Development.

He also noted that the special Center of competence has been established in order to coordinate the process and attract leading experts and legal institutions.
