According to the new legislation, multifunctional centers (MFC) will be able to provide bundled public (municipal) services on one application. MFCs will prepare the required packages of documents and make further steps to provide each service. This approach is the cornerstone of the “one window” principle, according to which the applicant doesn’t need to directly interact with public authorities to receive public services.

The annual monitoring aims to identify, systematize, and analyze the problems surrounding the digitization of public services. As a part of the monitoring events, the Ministry of Economic Development assessed the accessibility and convenience of electronic services on the gosuslugi.ru portal.

Savva Shipov, Deputy Minister of Economic Development of the Russian Federation, Igor Drozdov, Chairman of the Board of Skolkovo Fund and Head of the Statutory regulation center, and Ruslan Ibragimov, Corporate and Legal Vice-President at PAO “MTS” and leader of the Statutory regulation team, presented a statutory regulation plan for digital economy.
