The President of the Russian Federation signed Federal Law No. 262-FZ of July 29, 2018 “On Amendments to the Federal Law “On Accreditation in the National Accreditation System” and certain legislative acts of the Russian Federation with regards to improving the accreditation procedure.” The federal law was developed by the Ministry of Economic Development of Russia with the assistance of RusAccreditation and active participation of the business community and the largest business associations.

The Decree of the Government of the Russian Federation No. 676 of June 13, 2018 “On Amending Certain Acts of the Government of the Russian Federation due to Optimization of the Procedure for Developing and Approving Administrative Regulations” amended the Rules for the development and approval of administrative regulations for state control (supervision) and the Rules for the development and approval of administrative regulations for providing public services, approved by the Decree No. 373 of the Government of the Russian Federation of May 16, 2011.

According to official statistical reports, the number of valid licenses issued by licensing authorities at the end of 2017 amounted to 621.3 thousand. Some of the largest areas of activities that are subject to licensing include educational activities, medical activities, retail sale of alcoholic beverages, activities to install, service and repair fire safety devices in buildings and structures, and pharmaceutical activities. These five areas account for 382.6 thousand operating licenses (61.6% of their total number).

The consolidated report “On exercise of state control (supervision), municipal control in the relevant areas of activity and on the effectiveness of such control (supervision)” was submitted to the Government of the Russian Federation.

The quarterly rating is a comprehensive evaluation of the activities of the government bodies of the constituent entities of the Russian Federation on the establishment and development of the network of “My Documents” centers. It demonstrates compliance with the requirements of the current legislation governing the activities of the MFCs and relevant methodological recommendations.

The report presents an analysis of the development of the self-regulation institution in the Russian Federation, including in specific areas of the economy. It also points the key shortcomings of the existing system of self-regulation and lists suggestions to eliminate them, taking into account the approaches set by the Concept of Improving Self-Regulation Mechanisms, approved by the Order No. 2776-r of the Government of the Russian Federation of December 30, 2015.

The Deputy Minister of Economic Development of the Russian Federation Savva Shipov spoke about the project “National Data Management System” during a plenary session of the 19th April International Scientific Conference on the problems of economic and social development.

Relevant provisions are stipulated by the Decree of the Government of the Russian Federation of March 31, 2018 No. 395 “On Amendments to Decree No. 1284 of the Government of the Russian Federation of 12 December 2012”, which becomes effective on July 1, 2019. The document, developed by the Ministry of Economic Development, improves the operational procedures of the public services quality monitoring system “Your control”, which allows citizens to evaluate the quality of provided public services in any region of the country.

In total, 66 constituent entities of the Russian Federation submitted 167 applications for 2017 contest. 52 centers of state and municipal services participated in the category “Best MFC”. To determine the winners, not only formal indicators were taken into account (efficiency, ease and accessibility of provided services and information about them, the possibility of rating the quality of service at MFC, etc.), but also the results of external audit of the MFCs in five areas: “Quality of phone service”, “Variety of ways to make appointments”, “Quality of Internet-informing”, “Public opinion” and “Surprise inspection”.

The plan is to add a section to the program with a focus on the transformation of public administration. This was announced by the Deputy Minister of Economic Development of the RF Savva Shipov during the parliamentary hearings in the Federation Council, devoted to the regulatory management of the digital economy.

The rating was presented by the Director of the Department of Public Administration of the Ministry of Economic Development of Russia Pavel Malkov during the 7th All-Russian Workshop-Conference “MFC of the Future. Topical issues and solutions”.

The relevant provisions are stipulated by the Order No. 677 of the Ministry of Economic Development of the Russian Federation of December 13, 2017 (registered by the Ministry of Justice of the RF on 06.03.2018 No. 50272), which amends the procedure for using the sign of the national accreditation system approved by the Order No. 283 of the Ministry of Economic Development of Russia of May 22, 2014.

The Ministry of Economic Development of Russia will identify and evaluate the drafts of regulatory and legal acts that may create excessive financial burden on the regions or hinder their development.

The results of the regions’ progress were announced during the conference “The Reform of Control and Supervisory Activities: A New Quality of State Control in the Regions”, organized by the Ministry of Economic Development of Russia in cooperation with the Analytical Center at the Government of the Russian Federation from February 21 to 22 of 2018.

Speaking at the session “Digital Economy: Problems and Prospects for Regulatory Management” held during the Investment Forum in Sochi, the Deputy Minister stressed that new mechanisms of policy-making are needed in order to implement the program “Digital Economy”, as current regulation is lagging far behind the technological development. “We need to develop a track where we will coordinate not the content of normative documents, but those decisions that must be made, - basically, the algorithms of social relations. If we find such a solution, we will greatly trim off the current path of turning an idea into a normative act,” explained Savva Shipov.

Compared to 2016, the level of citizen satisfaction with the quality of provided public services increased by 3.5 percentage points. This is the highest value in the history of this metric.

Deputy Minister of Economic Development of the Russian Federation Savva Shipov spoke about the need to establish unified approaches to disclose information on the territory of the Eurasian Economic Union during the forum “Digital Agenda in the Era of Globalization” held in Kazakhstan.

The draft law “On Amending the Federal Law “On the Protection of the Rights of Legal Entities and Individual Entrepreneurs When Conducting State Control (Supervision) and Municipal Control” and Article 19 of the Federal Law “On Licensing Certain Types of Activities” intends to implement a risk-oriented approach in the field of licensing control. This will increase the effectiveness of planned inspections.
