The target model “Conducting control and supervisory activities in the constituent entities of the Russian Federation” was approved by Decree of the Government of the Russian Federation of January 31, 2017 No. 147-r and provides for the implementation by the constituent entities of the Russian Federation of 8 target indicators to improve control and supervision activities.
The implementation of the indicators of the target model was carried out in 6 areas: regulation of control and supervisory activities; publication of the mandatory requirements for conducting all types of regional control (supervision); implementation of the risk-based approach; assessment of the effectiveness and efficiency of the activities of regional state control (supervision) agencies; automation of control and supervisory activities; influence of the activities of the local bodies of federal executive agencies authorized to carry out federal state control (supervision) on the state of the investment climate in the constituent entities of the Russian Federation.
Based on the results of analyzing the implementation of the target model, the Ministry of Economic Development of Russia put together a rating, according to which the following regions achieved the 100% level of the implementation of the target model: the Khabarovsk Territory, the Vologda Oblast, the Kaliningrad Oblast, the Kaluga Oblast, the Republic of Bashkortostan, the Republic of Tatarstan, the Samara Oblast, the Sakhalin Oblast, the Tambov Oblast, the Tula Oblast, the Tyumen Oblast, Khanty-Mansi Autonomous District, the Chelyabinsk Oblast and Yamalo-Nenets Autonomous District.
Low indicators on the implementation of the target model were demonstrated by the Primorsky Territory, the Kursk Oblast, the Tver Oblast, the Ivanovo Oblast, Karachay-Cherkess Republic, the Bryansk Oblast, the Republic of Dagestan, the Republic of Ingushetia, which implemented the target model in 2018 at only 60% or less.
The preliminary percentage of implementing the target model according to the results of expert monitoring in 2018 was 85.4%, which is 0.6% less than the s of implementing the target model at the end of 2017 (86%).
