Sergei Sobyanin: All Russian Agencies to Switch to Electronic Document Processing by End of 2010

All Russian agencies should switch over to electronic document processing by the end of 2010, Deputy Prime Minister Sergei Sobyanin said today at an expanded meeting of the Mass Communications Ministry’s Board.

“We should move towards electronic paperwork between agencies,” he said. “The wall that used to separate our agencies has already been pierced.” According to Sobyanin, dozens of agencies have started using electronic document processing technologies. “By the end of the year all ministries should do the same.”  The vice-prime minister called for accelerating work on other aspects of e-government as well. “The system of government still remains a set of separate sectoral and national software programs that are not integrated into one system,” Sobyanin said. “We must make big headway in this respect in 2010.”

A system of municipal services should also be created within the next few years, which will require “serious organizational efforts to coordinate the work of all agencies, ministries and Russian regions.”  Sobyanin noted that the Ministry of Mass Communications had solved the task by launching a portal of public services in December 2009. “This is just the beginning of the work to be done. The project should be made fully functional and interactive. Not just information on the services, but the services themselves should be available online,” he said.

Sobyanin believes that special attention should be paid to e-government in regions. “We need completed systemic projects at the regional level so that other regions could implement these projects easily and smoothly,” Sobyanin said. In his opinion, it is important to work out long-term priorities for the successful implementation of these tasks. In particular, the Ministry of Mass Communications has worked out the “Information Society” Program for a period of up to 2018.

Sobyanin pointed out that the program should ensure better oversight over the use of budget funds for informatization purposes. “All these expenses should be structured clearly and logically. We should analyze the investment and business climate in this sector and see which administrative barriers obstruct business and slow down its growth,” Sobyanin said.
