Sergei Sobyanin: All Russian Agencies to Switch to Electronic Document Processing by End of 2010
All Russian agencies should switch over to electronic document processing by the end of 2010, Deputy Prime Minister Sergei Sobyanin said today at an expanded meeting of the Mass Communications Ministry’s Board. “We should move towards electronic paperwork between agencies,” he said. “The wall that used to separate our agencies has already been pierced.” According to Sobyanin, dozens of agencies have started using electronic document processing technologies. “By the end of the year all ministries should do the same”

Dmitry Medvedev Signs Law Amending Legal Status of Budgetary Institutions
President Dmitry Medvedev has signed the Federal law “On Amendments to Certain Legislative Acts of the Russian Federation in Connection with the Improvement of the Legal Status of Governmental /Municipal/ Institutions” adopted by the State Duma on April 23, 2010, and approved by the Federation Council on April 28, the Kremlin press service reports. The law changes the legal status of existing budgetary institutions in the fields of science, education, healthcare, and culture, which can operate on the basis of market principles, by creating conditions and stimuli for the reduction of internal costs and increasing their efficiency

Dmitry Medvedev Intends to Sign Law on Budgetary Institutions and Convenes Meeting to Discuss Its Controversial Aspects
The law on budgetary institutions to be signed by the Russian president shortly will not introduce paid secondary education, but it will increase the responsibility of the heads of budgetary institutions, improve their cash flow management, and prevent their bankruptcy or liquidation. The relevant ministers assured President Dmitry Medvedev of that at today's meeting.
