Policeman for $1,000. Law Enforcers’ Salaries and Pensions to Grow Several Times

The reform of such a large law enforcement body as the Interior Ministry will be as public as possible. Yesterday, Interior Minister Rashid Nurgaliyev said civil society would be actively engaged in the process.
The ministry’s public council is creating an expert commission for drafting a new law “On Police”. The commission will involve Duma and Federation Council members, scientists and human rights activists, public figures and journalists. In other words, not just a small circle of specialists, as has always been the case, but the whole society will reform the police force.
Speaking at a meeting of the Duma Security Committee held at the Interior Ministry yesterday, Nurgaliyev dwelled in detail on the coming changes. He stressed that the ministry’s central staff and its subordinated units would be overhauled by December 1, 2010.
For the first time in twenty years, police will undergo a comprehensive, not cosmetic, revamp. Earlier, as a rule it was patchwork to create or dissolve departments, reshuffle units and personnel. Now restructuring will be accompanied by the resolution of social problems. In particular, the salaries of personnel, and therefore pensions, will grow considerably. It is expected that a law enforcer will get a pay of 30,000 to over 50,000 rubles on the average.
