Prime Minister Dmitry Medvedev has signed a resolution drawn up by the Ministry of Economic Development of Russia, which establishes the possibility of using a simple electronic signature when applying to receive public services in electronic form.
Currently, various types of electronic signatures are used when working with the public services portal. For example, using a simple electronic signature, you can access your personal account or other information, such as the amount of your fines. However, the capability to submit applications for receiving services in electronic form is given to users only if they have a fortified electronic signature. It is provided on a USB-drive in a certifying center. This is a paid service.
To improve the accessibility of public and municipal services provided in electronic form, amendments are currently being made to regulatory legal acts of the Government of the Russian Federation. They provide for the possibility of using a simple electronic signature when applying to receive public services in electronic form, if, when issuing a simple electronic signature key, the identity of a citizen is established during a personal appointment.
These changes will reduce the costs incurred by applicants, which currently result from making a physical media for an electronic signature key certificate.
