The consolidated report “On exercise of state control (supervision), municipal control in the relevant areas of activity and on the effectiveness of such control (supervision)” was submitted to the Government of the Russian Federation.
At the core of the report is the data on the development efforts of control and supervisory activities of 2017 carried out as part of the eponymous priority program, as well as annual reports from state control (supervision) agencies and municipal control agencies. It also includes the data from the federal statistical supervision № 1-control, submitted by these agencies to the State automated system “Management” using the form of the federal statistical supervision № 1-control.
The main accomplishments of the past year include the widespread implementation of a risk-based approach, the use of new control and supervision tools, and the submission to the State Duma of a draft federal law “On state control (supervision) and municipal control in the Russian Federation.
In 2017, the state control (supervision) and municipal control (supervision) agencies conducted 1.45 million inspections of legal entities and individual entrepreneurs. As compared to 2016, the total number of inspections was decreased by 12%.
The majority of inspections were conducted by federal inspectors (1.05 million inspections), but in recent years the share of such inspections has seen a consistent reduction: from 76-67% in 2013-2015 to 60% in 2016-2017. On the contrary, the share of inspections carried out by regional control agencies has been growing: from 21-29% in 2013-2015 to 36% in 2016-2017. The extent of municipal control remains insignificant: in 2015-2017 its share accounted for only 3% of the total number of inspections.
Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor), Russian Emergency Ministry, Federal Service for Labour and Employment (Rostrud), Federal Environmental, Industrial and Nuclear Supervision Service of Russia (Rostechnadzor) and the Federal Tax Service of Russia remain the leaders among the control and supervisory agencies in terms of the number of inspections.
In the system of regional state control (supervision), the largest number of inspections in 2017 (from 10 to 22 thousand) was carried out by the executive agencies of the Republic of Bashkortostan, the Krasnodar, Krasnoyarsk and Perm Krai, the Kemerovo, Moscow, Kaluga, Rostov, Samara and Sverdlovsk regions, and the cities of Moscow and St. Petersburg.
